The Civil Service Commission of Timor-Leste participated in the Preparatory Meeting for the 23rd ACCSM with Eight Key Agendas, hosted by Cambodia for two days (19-20 May 2025) in Preah Sihanouk Province, Cambodia.

This meeting has officially commenced the Preparatory and Senior Officials Meetings for the 23rd ASEAN Cooperation on Civil Service Matters (ACCSM). 

Chaired by H.E. CHHUN Socheat, Secretary General of the Public Administration Reform Committee, Ministry of Civil Service, the meeting convened after the opening ceremony to discuss eight strategic agendas. The discussion is crucial for shaping the upcoming workplans under Cambodia’s chairmanship for ACCSM 2024–2026.  

In his opening remarks, H.E. CHHUN Socheat highlighted that “2025 marks the 23rd meeting since our cooperation began in 1980. For over four decades, ACCSM has been our premier platform for exchanging innovations and best practices in public administration. Through these annual meetings, we have strengthened civil service cooperation across the region, built closer ties among our agencies, and reaffirmed our commitment to good governance.”

“Our mutual assistance efforts have helped to narrow the development gap among member states. In every meeting and workshop, delegates have shared knowledge and supported each other, embodying the ASEAN spirit. The ACCSM Goal is to sustain a citizen-centric public service delivery and to reminds us that all these achievements must ultimately benefit our people.” He added.

The meeting focused on refining action plans under Cambodia’s leadership in ACCSM 2024–2026. AMS countries presented their progress reports of the ACCSM work plan. Delegates engaged in the proposed ACCSM and ACCSM+3 Work Plan 2026–2030.
